4. Fill in the Last Details and Agree to the Terms

Next, fill in some more detailed information like your billing address. You then need to agree to PayPal’s User Agreement and Privacy Statement. Once you’ve read all the information, tick the box and click “Agree and Create Account.”

5. Verify Your Email

Now that you have created your PayPal account, there should be an email in your inbox, asking you to verify your email. Once you click the confirmation link, the only thing left to do is to add a bank account to your profile and verify it.
